City Blocks is a spatial puzzle dressed as town planning: you're given shaped building pieces and a plot, and you have to fit them together so the city fills the space. Pieces can't overlap and gaps are wasted, so it's a packing problem with a pleasant theme.
Later levels give you awkward shapes and irregular plots, which is where it becomes genuinely tricky — the piece you'd naturally place first is often the one that has to go last.
